Dear Stakeholders,

As we transition into the new Department of Resources Recycling and Recovery (aka CalRecycle), we will be working on processes to keep the public informed of pending decisions and upcoming activities and to provide opportunities for public comment. To that end, the Department is holding two public meetings this month, one on January 11 for the Waste Compliance and Mitigation Program and one on January 13 for the Materials Management and Local Assistance Program (formerly known as the Sustainability Program). The agenda for the January 13 meeting will be posted shortly and is included in this message. Both of these meetings will be led by program management.

Monthly Public Comment Workshop

A) PENDING DECISIONS
A number of determinations that have been delegated to the Deputy Director, Program Director, or Division Chief are anticipated to be made within the next 30 to 60 days. Program staff will provide a status report for each such item during the workshop. Decisions will not be made during the workshop on the items being discussed. Members of the public who have an interest in an item under consideration and who wish to provide oral comments will be given time to speak. If comments received during the workshop indicate controversy regarding the proposed item or call into question one or more of the findings the Department must make to approve the proposed decision, the Acting Director may choose to review all the information regarding this determination before it is made and may hold an additional public meeting if that is determined to be necessary before making the determination.

1. Deputy Director Delegated Actions:

2. Local Assistance and Market Development Division Chief Delegated Action:

* Five-Year Review Report Of The Countywide Integrated Waste Management Plan For The County of Tulare. Department staff contact: Frank Severson, Frank.Severson@CalRecycle.ca.gov , or 916-341-6259.

B) MATERIALS MANAGEMENT AND LOCAL ASSISTANCE PROGRAM STATUS REPORT

Program staff will provide updates on ongoing projects and other work activities currently under way. Staff will receive public comments on these work efforts. Activities that may be discussed include local planning documents, regulatory efforts, grant and loan programs, contracts, and program development/implementation activities.

1. Commercial Recycling Cost Study -- Status of Cost Tool Testing.
2. Disposal Reporting System -- Update on Missing Reports.
3. Bifenthrin in Compost -- Stakeholder Meeting January 21 in Monterey.
4. Tire Workshop -- Highlights of January 11 Workshop.
5. OEHHA Turf Study -- Update on Planned Activities.
6. SB 546 (Used Oil) -- Update on Implementation.

C) PUBLIC COMMENT ON MATERIALS MANAGEMENT AND LOCAL ASSISTANCE PROGRAM AND RELATED ACTIVITIES

The public may make general comments regarding the Department?s Materials Management and Local Assistance Program and related activities.
