During the February 2024 SB 1383 Chat with CalRecycle on Capacity Planning, questions about RDRS disposal data and Treated Wood Waste were brought up regarding organic waste capacity planning. For those using the Organics Capacity Calculator tool to prepare for the capacity planning report due August 1st, 2024, jurisdictions should select the 2023 RDRS Disposal Data Year in Step A to reflect the period covering January 1, 2025 – December 31, 2034. A note in bold maroon text was also added to Step C to clarify when RDRS disposal data should be available to jurisdictions, and most facilities have now reported, and disposal data is now loading into the calculator. Department of Finance population data for 2023 is also now loading.
For Step E, the “Wood Waste – Treated/Painted/Stained" tool tip was updated in the Waste Characterization Materials table to provide additional guidance about jurisdictions can address this material for capacity planning purposes. The guidance includes the following:
Pursuant to 14 CCR section 18992.1, organic waste recycling capacity planning includes the recovery of organic waste referenced in this section. However, treated wood waste is subject to specific handling standards under the Health and Safety Code that require landfill disposal and it cannot be collected in the gray, blue, or green containers under 14 CCR sections 18984.1, subd. (a)(5) and 18984.2, subd. (c). Because treated wood waste must be disposed of and cannot be recovered as explained above, CalRecycle will exercise its enforcement discretion and not cite or enforce against a jurisdiction if it: (1) does not include treated wood waste in its capacity planning, or (2) has a gap in its capacity planning due to the volume of treated wood waste that is disposed. Moreover, no implementation schedule is needed to resolve the capacity gap incurred by treated wood waste.
In Step E of the calculator tool, the Waste Characterization Materials table has been updated to include the 2021 Disposal Facility-Based study data for Disposal Data Year 2023. This includes new material categories and percentage updates for the estimate percent of total material.
In addition to the updates made to the Organics Capacity Calculator tool, a new public data report featuring capacity planning data has been added to the CalRecycle Website. The report currently shows the 2022-2024 reporting cycle data and will show the 2025-2034 reporting cycle data after it has been submitted and assessed by CalRecycle later this year. https://www2.calrecycle.ca.gov//LGCentral/datatools/reports/capacityplanning
