CalRecycle is pleased to announce the posting of the Request for Proposals, Secondary: SB 54 Disposal Facility-Based Material Characterization Study (DRR24008). The proposal submittal due date is July 19, 2024 by 2 pm. Please see the contract solicitation on CalRecycle’s website for more information.
Background: Senate Bill (SB) 54 (Allen, Chapter 75, Statutes of 2022) established a new extended producer responsibility (EPR) program to manage single-use packaging and plastic single-use food service ware in California (covered material). Public Resources Code (PRC) § 42061(a)(3)(A) requires CalRecycle to conduct a material characterization study of covered material categories that are disposed of in California landfills and to determine the approximate amount of covered material disposed of in California landfills.
Work to be performed: Conduct and execute a disposal facility-based material characterization study that will include sampling solid waste to measure covered material categories that are disposed of in California landfills. The Contractor shall also estimate hard-to-sort covered materials and estimate the proportion of covered materials, by items with and without a plastic component. Proposer’s Conference: CalRecycle will hold a Proposers Conference on June 10, 2024 at 2:00 pm via Zoom to address questions from prospective proposers on DRR24008, the SB 54 Disposal Facility-Based Material Characterization Study Request for Proposals, posted on May 31, 2024. The link will go active one (1) hour before the meeting start time to allow attendees time to test their connection.
