Dear Stakeholder:

 

CalRecycle continues to provide training and outreach to assist the regulated community with achieving regulatory compliance. We are reaching out to the regulated community with some helpful things to remember when reporting in the Recycling and Disposal Reporting System (RDRS). We would like to make stakeholders aware of bugfixes and improvements made to the data system. Going forward, as part of our sustained training and outreach efforts, CalRecycle RDRS Team may release periodic newsletters via listserv and to all Primary Contacts. Thank you to the reporting entities who have submitted RDRS reports by the due date!

Tips, Tricks and Things to Remember when Reporting

  • If there are flags requiring correction on the Review and Submit tab and you have made changes to correct the flag issues, you need to click the “Review and Submit” button again so that the flag status is updated.
  • Non-green and green material for potential beneficial reuse is only material that is sent to a landfill and will be used for ADC, AIC, construction, or landscaping and erosion control. This does not include green waste that will be transferred to a composter, metal or wood that is taken out of mixed waste to be further recycled, or any material going to an end use, recycler/composter, or broker/transporter outflow. CalRecycle is not required to track inflow of recyclable material, so you cannot report on the inflows of these materials. Your reported inflows of solid waste for disposal should only include 1) solid waste transferred from other facilities 2) solid waste that was direct hauled to your facility and 3) processing residuals that will be disposed from your facility. Often, your outflows will be greater than your inflows because you do not report on any inflows except non-green and green material for potential beneficial reuse; disaster debris; designated debris, and solid waste for disposal.
  • If you can’t find the facility you are looking for when adding an inflow or outflow stream and you create a new one, the new facility is immediately available in the drop-down menu for use when adding an additional material stream. Just start typing the name of the new facility your created in the drop-down search field.

What have we improved?

  • The loading speed of the drop-down menus has significantly improved. Choosing facilities and material types is now much faster.
  • If you add a new organization/site into the system, it will alert you if an entity with the same address already exists. This will cut down on duplicate entries of facilities into the system. The system will check for similarities in addresses only, so that entities with similar names will not be flagged as a potential duplicate.
  • If you request that a reporting entity/facility be moved to “inactive status”, then you must add a note with an explanation for the request. This helps staff quickly determine if a reporting entity should be set to inactive.
  • You can now edit the names of organization/sites and reporting activities if you have edit permissions.
  • The ‘host assigned’ jurisdiction is automatically updated in the quarterly reports module if it is change in the organization/site details tab.
  • You can now export the flags on the Review and Submit tab to a PDF.
  • Entity types can only start reporting for a quarter during their prescribed reporting time. For example, for the 2020 1st quarter reporting period, disposal facilities will not be able to start a report until June 1, 2020. Please check the RDRS Reporting Deadlines for the reporting schedule.
  • Added information to the Documents tab to explain when and why you might need to upload documents. (As a general rule, you don’t need to upload anything unless notified by RDRS staff).
  • Redundant “Back” buttons were removed that redirected the user to the Instructions tab instead of the previous tab. Navigation between the main tabs is now accomplished only by clicking on the tabs. The browser “Back” button can also be utilized.

 

Bug Fixes

  • Fixed issue with retrieving all outflow streams from a submitted report into the Inflow tab of a reporting entity’s report in progress.
  • Fixed issue where outflow records for any stream could not be deleted by a user.
  • Fixed issue of the organization/site name not clearing when an existing recycling/composting outflow to a facility is changed to an outflow to a state or country.
  • Fixed filtering issue of the Inflow facilities list to now only show transfer/processors when adding inflow stream from transfer/processor.
  • Fixed issue that resets the direct hauled disposal origins when green material inflow streams are added.
  • Fixed issue with refreshing the first Inflows table.
  • Fixed issue with incorrect triggering of flags related to clicking the “Accept” button on the green material origins tab.
  • Fixed issue that created multiple quarterly reports for the same quarter when the “Save” button was clicked multiple times.
  • Fixed issue that would not allow reporting entities to set a registration status from inactive back to active.
  • Fixed an issue for contract haulers where  no facilities appeared in the destination dropdowns for outflows out of state, out of country or to tribal lands for solid waste and beneficial reuse outflows.
  • Fixed issue for transfer/processors where the total tons of material accepted is greater than material sent flag was triggered when the total amount of material sent was greater than what was accepted to only trigger when the total inflow is greater than outflow.
  • Fixed issue for transfer/processors where the source sector total disposal sent from direct haul for transfer/processors total was incorrect on the source sector tab.
  • Fixed issue for disposal facilities that prevented all line items of non-green material from transferring from the input table to the summary total line.
  • For disposal facilities, fixed an error that could be generated when the On Site Use tab was selected.
  • Reports can no longer be created for dependent entities, which do not need to separately report and are incorporated into the primary entity.
