Summary

The focus of the workshop will be concepts and possible regulatory changes within the covered electronic waste (CEW) program relating to designated approved collectors.  This will be a continuation of discussions that took place at a stakeholder workshop in June 2013.  Designated approved collectors are currently afforded reduced source documentation requirements when operating on behalf of the designating local government.  This potentially allows for a wider range of CEW collection activities, but it also creates vulnerabilities in the CEW recycling payment system.  To improve and protect the integrity of the designated approved collector provision, a variety of regulatory adjustments are under consideration including advance notification to the State, clarity on designating authorities and legal arrangements, limitations on scope of activities, and connections to the annual Form 303 household hazardous waste reporting.
