The Department of Resources Recycling and Recovery (CalRecycle) will hold a workshop in Sacramento on December 1, 2016, from 9 AM to 12 PM, to discuss how a reduction in Beverage Container Recycling Program payments to participants may occur if the program does not have sufficient funds. The Department will explain its process and the available options regarding the implementation of the reduction.
Background: California’s beverage container recycling program has been highly successful but high recycling rates risk the program’s financial stability by creating a structural deficit. Pursuant to Public Resources Code Section 14581, CalRecycle may reduce specified payments if there are insufficient program funds. CalRecycle projects it may need to institute payment reductions in Fiscal Year 2017-18. This means the department will have to reduce its financial support for certain program participants to maintain redemption payments.
