CalRecycle serves as the Enforcement Agency for San Luis Obispo County. The proposed project includes five main components. The first component includes combining the two existing Registration Tier Permits into a new Full Solid Waste Facility Permit as a Large Volume Transfer/Processing Facility. The second component includes the continuation of all existing SLO RTS operations, including those associated with conducting and maintaining existing operations related to construction and demolition and inert debris, green material, green material mixed with residential food material, and source-separated commingled residential and commercial recyclables processing, under the new Full Solid Waste Facility Permit. The third component includes increasing the maximum daily permitted processing capacity at the SLO RTS from 273 tons per day (tpd) to 500 tpd (including source-separated commingled residential and commercial recyclables). The fourth component includes adding commercial food material (up to 50 tpd), as defined under 14 CCR 17852(a)(20), and municipal solid waste (up to 200 tpd), as defined under 14 CCR 18720(a)(40), to the list of materials permitted for processing and handling at the SLO RTS. Lastly, the fifth component includes the construction of a new fully-enclosed commercial food material processing facility for the proposed commercial food material processing operations, the construction of a new tipping floor and covered awning for municipal solid waste processing operations and a new covered awning for the existing mixed green material/residential food material tipping floor to accommodate the expanded operations. The project proponent proposes to make the SLO RTS open to the public between 7:00 a.m. and 4:00 p.m. Monday through Saturday and to conduct all SLO RTS processing operations, cleaning, and maintenance activities between 6:00 a.m. and 9:00 p.m. Monday through Saturday under the new Full Solid Waste Facility Permit.
