Staff recommendation regarding CARE’s California Carpet Stewardship Program Contingency Plan. If approved, the Contingency Plan will become part of CARE’s 2018-2022 California Carpet Stewardship Plan. Public Resources Code Section 42972(a)(7), established with enactment of Assembly Bill 729, requires a carpet stewardship organization to submit a contingency plan that describes how program activities would be carried out by the department should the plan expire without approval of a new plan or should the plan be revoked.
