Summary

CalRecycle will hold the first meeting of the Statewide Commission on Recycling Markets and Curbside Recycling on Wednesday, June 24, 2020. In 2019, Governor Newsom signed into law The California Recycling Market Development Act (Assembly Bill 1583, Eggman, Chapter 690, Statutes of 2019). Section 42005.5 of the Public Resources Code requires CalRecycle to convene a Statewide Commission on Recycling Markets and Curbside Recycling by July 1, 2020.

Agenda:

1. Call to Order, Roll Call, and Establishment of Quorum (5 min) - Facilitators

Formal proceedings to bring Commission to order.

      2. Introduction and Opening Remarks (10 min) - Jared Blumenfeld, Secretary, CalEPA

Brief introduction from Jared Blumenfeld regarding the Commission and its objectives.

3. Public Comment Review - Items Not on the Agenda (10 min) – Facilitators

At this time, any member of the public may address the Commission on matters not listed on this agenda. Participants are encouraged to reserve their comments for regular matters listed on this agenda for the time the item is considered by the Commission. Please note that no discussion or action may be taken on any item that is not listed on the agenda.

4. Communication Guidelines (5 min) - Facilitators

Establish best practices to ensure open and equal communication between Commissioners.

5. Presentation on the Bagley-Keene Open Meeting Act (10 min) - Elliot Block, Chief Counsel, CalRecycle

Brief overview of relevant parts of the Bagley-Keene Open Meeting Act.

6.  Commissioner Introductions (20 min)

Commissioners will provide a brief introduction including affiliation and area of expertise.

7.  Selection of Chair and Vice-Chair (15 min)

Commissioners will vote on Chair and Vice-Chair based on publicly available statements provided by candidates. 

8.  Review and Potential Approval of Charter (60 minutes) 

Review of the Charter for the Commission, which includes information on organization and structure, ground rules, objectives, and the process for decision making. Break (10 min)

9.  Technical Overview (20 min) - Kate Wilkins, Environmental Scientist,

CalRecycle CalRecycle staff will provide a brief overview of Commission goals, California’s changing market conditions, and CalRecycle’s available data.

10. Discuss Policy Recommendations (60 min)

The Commission may discuss the policy recommendations required by 42005.5(A) of the Public Resources Code, products that are recyclable or compostable, and any requests for data or information from CalRecycle.

11. Next Meeting, Proposed Meeting Schedule for 2020-2021, and Agenda Items for Future Meetings (20 min)

Discussion on future agenda items and scheduling of future meetings.  

12. Meeting Summary and Closing (5 min)

Closing remarks and summary of goals achieved during the first meeting.

Discussion and action may be taken on any item on the Commission meeting agenda. The time and order of agenda items are approximate and subject to change at the discretion of CalRecycle and the Commission Chair to facilitate the effective transaction of business.

Under Government Code section 11123(a), all meetings of a state body are open and public, and all persons are permitted to attend any meeting of a state body, except as otherwise provided in that article.

Pursuant to Executive Order N-29-20, certain provisions of the Bagley Keene Open Meeting Act are suspended due to a State of Emergency in response to the COVID-19 pandemic. Consistent with the Executive Order, this Commission meeting will be conducted by teleconference only. None of the locations from which Commissioners will participate will be open to the public. The public may observe the meeting via live webcast online by accessing the meeting link at Public Meeting Live Webcasts.  

Members of the public who wish to comment during the meeting may do so using the Commission’s public participation portal found at Public Comment Portal or email AB1583Commission@calrecycle.ca.gov. When using the Public Comment Portal, please select “Workshop” from the initial drop-down menu.  During the live webcast, CalRecycle or the Commission will read aloud public comments. CalRecycle or the Commission Chair, at their discretion, may apportion available time among those who wish to have their comments read aloud during the meeting.
