Formal proceedings to bring Commission to order.

Agenda Item 2: 9:05 am (5 min) Review and Potential Approval of Meeting Notes

The Commission will review and potentially approve meeting notes from February 3, 2021.

Agenda Item 4: 9:20 am (30 min) Committee Reports on Policy Recommendations for Commission Discussion and Possible Approval

The Committees will provide a summary of decisions made at previous meetings on process and policy recommendations. The Commission will consider and potentially approve policy recommendations. The standing Committees are Labeling and Media, Organics, Recycling, and Market Development. The two-person Committees are Waste Prevention, Oregon Relationship, EPR/Other as Assigned. 

Agenda Item 5: 9:50 am (45 min) Use of Taxes and Subsidies to Support Recycling and Market Development – Eunomia

Sarah Edwards and Joe Papineschi from Eunomia will present on the opportunities to use taxes, subsidies or related policies to support the growth of domestic recycling markets.

Agenda Item 6: 10:45 am (45 min) Presentation and Discussion Regarding Advanced Recycling

The Commission will continue discussions on advanced recycling based on the presentations given by GAIA and AmSty at the February 3, 2021 Commission Meeting and hear a presentation from Julia Levin with the Bioenergy Association of California.

Agenda Item 7: 11:30 am (10 min) Update on Legislation

Update from CalRecycle’s Legislative and External Affairs Office on legislation and how it relates to the Commission’s work.

Agenda Item 8: 11:40 am (5 min) Review of Response to Commission Report

Report out from Commissioners on the response and contacts regarding action being taken up in response to the recommendations. The Chair and Vice Chair will also report out on any communications being sent out to raise awareness about the recommendations.

Discussion on future agenda items.

Discussion and action may be taken on any item on the Commission meeting agenda. The time and order of agenda items are approximate and subject to change at the discretion of CalRecycle and the Commission Chair to facilitate the effective transaction of business.

Consistent with the Executive Order, this Commission meeting will be conducted by teleconference only. None of the locations from which Commissioners will participate will be open to the public. Members of the public who wish to comment during the meeting may do so using the Commission’s public participation portal found at Public Comment Portal.
