Overview
The
Department of Resources Recycling and Recovery (CalRecycle) will be holding an
informal public workshop to solicit feedback from the public, the regulated
community, and other interested persons on draft regulatory language to prescribe a process for the registration of dealers
and stewardship plan, reporting, and operational requirements for dealer
cooperatives. The purpose of the regulations being developed is to implement,
make specific, and clarify Public Resources Code sections 14510.2, 14578 and 14578.5
that were added to the California Beverage Container Recycling and Litter
Reduction Act by SB 1013 (Atkins, Ch. 610, Statutes of 2022).
Request for Public Feedback
At the
public workshop, CalRecycle will be presenting draft regulatory text being
developed to implement the dealer registration and dealer cooperative
components of SB 1013. A copy of the draft regulation text will be posted in
advance of the workshop to give interested parties time to review the content.
There will be opportunities for interested parties to provide verbal feedback
during the workshop. CalRecycle requests feedback to be focused on the specific
components of SB 1013 being discussed. At the department’s discretion, comments
may be limited to keep the workshop aligned with the scope of the subject
matter and to ensure efficiency.
How to Participate in the Workshop
CalRecycle
will hold the hybrid public workshop starting at 10:00 AM on August 31, 2023 to
solicit feedback from interest parties on this matter. The public workshop will
be a hybrid in-person and virtual workshop, accessible in person in the Byron Sher
Auditorium, 2nd Floor, 1001 I Street, Sacramento, CA 95914. The
Byron Sher Auditorium is wheelchair accessible. The public workshop will also be accessible virtually via
Zoom for direct participation and via Webcast for observation only.
Simultaneous Spanish interpretation will be available in-person at the workshop and remotely via Zoom or webcast. For in-person interpretation services, headsets will be available and can be provided by CalRecycle staff prior to or during the workshop. If you need interpretation services in a language other than Spanish, please notify the Department at regulations@calrecycle.ca.gov by August 23, 2023, and we will do our best to accommodate your request.

Important
Stakeholders and members of the
public will be able to submit general comments and responses both in-person and
via Zoom. Comments and questions may also be submitted prior to the workshop
and after the workshop has concluded by emailing them to regulations@calrecycle.ca.gov with the subject line SB 1013 Dealer Cooperatives.
