Public Resources Code section 42972(c)(5) requires Carpet America Recovery Effort (CARE) to submit a plan update to the department for approval, conditional approval, or disapproval to increase the assessment if the amount of the assessment is insufficient to fund the carpet stewardship program.  

This item presents staff’s analysis of CARE’s Differential Assessments Plan Amendment submitted on September 20, 2023. CalRecycle’s director has 60 days to approve, conditionally approve, or disapprove CARE’s Differential Assessments Plan Amendment (by November 20, 2023).
