Public Resources Code section 42972(a)(7) requires Carpet America Recovery Effort (CARE) to include in its carpet stewardship plan a contingency plan that describes how program activities would be carried out by the department through some other entity, such as an escrow company, should the plan expire without approval of a new plan or should the plan be revoked. 

CARE submitted a Contingency Plan Amendment (including a separate Training Guide) on October 20, 2023. CalRecycle’s director has 60 days to approve, conditionally approve, or disapprove CARE’s Contingency Plan Amendment (by December 19, 2023).
