On November 22, 2024, the Ventura County Resource Management Agency, Local Enforcement Agency (LEA), granted an emergency waiver of the permitted maximum tonnage until March 26, 2025, due to the emergency resulting from the Mountain Fire. On January 22, 2025, the LEA granted a revised emergency waiver, which included the permitted hours of operation and traffic volume, until March 26, 2025, due to the emergency resulting from additional fires. On March 21, 2025, the LEA granted an extension of the emergency waiver until December 31, 2025. On June 5, 2025, the LEA modified the emergency waiver to receiving residential disaster debris, limiting the weekly permitted maximum tonnage and limiting the traffic volume, until September 3, 2025. On June 18, 2025, the LEA again modified the emergency waiver to now also include non-residential disaster debris, until September 3, 2025. On September 3, 2025, the LEA granted an extension of the emergency waiver and amended it to limit the weekly tonnage and daily traffic volume, until December 3, 2025.
