This item presents staff’s analysis of The Drug Takeback Solutions Foundation’s (Foundation) submittals, including a cover letter and three attachments, regarding its stewardship program for covered drugs, submitted February 13, 2025. The attachments are listed below.

Attachment A - significant change regarding reasonable geographic spread of authorized collection sites. Rescinded on March 7, 2025.

Attachment B - significant change regarding a notification process for potential authorized collectors and other changes.

Attachment C - request to use supplemental mail-back services in lieu of authorized collection sites. 

Foundation initially submitted a proposed change to its stewardship plan regarding reasonable geographic spread on December 5, 2024, and rescinded the proposed change on January 21, 2025.  

Public Resources Code section 42032(e) and Title 14 of the California Code of Regulations section 18973.1(i) require a program operator to submit any significant changes to a stewardship plan in writing to CalRecycle for approval prior to implementation.
