These items present staff’s analyses of the following documents submitted by The Drug Takeback Solutions Foundation (Foundation) on March 31, 2025, for its covered drugs stewardship program:

1.     2024 Annual Report, including:

c.     Attachment C – Service Providers
d.     Attachment D – 2024 Weights by Disposal Facility
e.     Attachment E – 2024 California Covered Entities and Product List

g.     Confidential Supplemental Collection Information

  2. 2026 Annual Program Budget and an independent financial audit, including:

     a.     Financial Statements
b.     Governance Letter
c.     Internal Control Deficiencies Letter

Pursuant to Public Resources Code section 42033.2, a program operator is required to submit, on or before March 31 of each year, a complete annual report and complete annual program budget for its stewardship program(s).

CalRecycle has 30 days from the date of receipt to determine if a submitted annual report and annual program budget are complete and notify the submitting program operator. CalRecycle has 90 days from the date of receipt of a complete annual report and the date of receipt of a complete annual program budget to review the documents and adopt a finding of approval, conditional approval, or disapproval for each submittal.
