This item presents staff’s analysis of PaintCare’s 2024 Annual Report.

Public Resources Code section 48705(a) requires paint product manufacturers, individually or through a stewardship organization, to submit an annual report to CalRecycle on or before May 15 of each year describing its paint product recovery efforts.

CalRecycle determined that PaintCare's 2024 Annual Report submitted on May 15, 2025, was incomplete on June 16, 2025. PaintCare is required to resubmit its 2024 Annual Report to CalRecycle within 30 days of the date of CalRecycle's completeness determination (by July 16, 2025).

CalRecycle has 30 days from the date of receipt to determine if the annual report is complete and to notify the submitting manufacturer or stewardship organization. CalRecycle has 120 days from the date of receipt of a complete annual report to adopt a finding of compliance, noncompliance, or conditional approval.
