Notice of AB 1311 Bag Drop Emergency Regulations Final OAL Approval

On August 11, 2025, the Office of Administrative Law (OAL) approved emergency regulations per Public Resources Code section 14538 in response to Assembly Bill (AB) 1311 (2021-22 Regular Session) that would specify the application content and operational standards that apply only to bag drop recycling centers. These proposed regulations allow mobile recycling, which may include but is not limited to mobile bag drop receptacles, to be operated by recycling centers and specify the application content and operational standards that apply only to mobile recycling operated by recycling centers. The effective date of these regulations is August 11, 2025.
