This item presents staff’s analysis of Carpet America Recovery Effort’s (CARE) Differential Assessments Plan Amendment submitted to CalRecycle on November 24, 2025.
Public Resources Code section 42972(c) requires that the funding mechanism included in the carpet stewardship plan be composed of a system of differential assessments. CalRecycle’s director has 60 days to review and approve, conditionally approve, or disapprove CARE’s Differential Assessments Plan Amendment (by January 23, 2025).
Note that under the California Public Records Act (Government Code section 7920.000 et seq.), your written and oral comments, attachments, and associated contact information (e.g., your address, phone, email, etc.) become part of the public record and can be released to the public upon request.
