This item presents staff’s analysis of Mattress Recycling Council’s (MRC) Used Mattress Recovery and Recycling Plan submitted December 15, 2025.

Public Resources Code section 42987.1.5(a) requires that, during calendar year 2020, and at least once every five years thereafter, the mattress recycling organization review its plan and determine whether amendments to its plan are necessary.

CalRecycle determined that MRC's Used Mattress Recovery and Recycling Plan submitted on December 15, 2025, was incomplete on January 14, 2026. MRC is required to resubmit its Used Mattress Recovery and Recycling Plan to CalRecycle within 30 days of the date of CalRecycle's completeness determination (by February 13, 2026).

CalRecycle has 30 days from the date of receipt to determine if a submitted plan is complete and notify the submitting mattress recycling organization. CalRecycle has 90 days from the date of receipt of a complete plan to review and approve, conditionally approve, or disapprove.
