This item presents PaintCare’s 2026 CA Program Plan Review Letter submitted pursuant to section 48703.5 of the Public Resources Code and CalRecycle’s response.

Public Resources Code section 48703.5(a) requires manufacturers, individually or through a stewardship organization, to review its stewardship plan at least once every five years after approval by the department and determine whether amendments to the stewardship plan are necessary.

PaintCare’s stewardship plan was approved by CalRecycle on January 24, 2022. The five year review deadline under Public Resources Code section 48703.5(a) is January 24, 2027, therefore an amended plan pursuant to 48703.5(b) or a letter pursuant to 48703.5(c) is required by January 24, 2026, which is 12 months prior to the five year review deadline.
