Review of The Drug Takeback Solutions Foundation’s 2025 Annual Report and 2027 Annual Program Budget for Home-Generated Sharps Waste

These items present a summary of staff’s analyses of the following documents submitted by the Drug Takeback Solutions Foundation (Foundation) on March 31, 2026, for its home-generated sharps waste stewardship program:

  1. 2025 Annual Report, including:
    1. Attachment A – Service Providers and Weights
    2. Attachment B – Covered Entities and Product List
    3. Attachment C – Mail-Back Unit Distribution by County
    4. Attachment D – State Agency Determinations
  2. 2027 Annual Program Budget and an independent financial audit, including:
    1. Financial Statements
    2. Governance Letter

Pursuant to Public Resources Code section 42033.2, a program operator is required to submit, on or before March 31 of each year, a complete annual report and complete annual program budget for its stewardship program(s).

CalRecycle has 30 days from the date of receipt to determine if a submitted annual report and annual program budget are complete and notify the submitting program operator. CalRecycle has 90 days from the date of receipt of a complete annual report and the date of receipt of a complete annual program budget to review the documents and adopt a finding of approval, conditional approval, or disapproval for each submittal.

Note that under the California Public Records Act (Government Code section 7920.000 et seq.), your written and oral comments, attachments, and associated contact information (e.g., your address, phone, email, etc.) become part of the public record and can be released to the public upon request.

Supporting documents will be posted in the “Documents” section. Copies of documents not linked below and information that an interested party believes is redacted beyond what is required by law may be requested via a Public Records Act Request.
