This item presents staff’s analysis of PaintCare’s 2025 Annual Report.
Public Resources Code section 48705(a) requires paint product manufacturers, individually or through a stewardship organization, to submit an annual report to CalRecycle on or before May 15 of each year describing its paint product recovery efforts.
CalRecycle has 30 days from the date of receipt to determine if the annual report is complete and to notify the submitting manufacturer or stewardship organization. CalRecycle has 120 days from the date of receipt of a complete annual report to adopt a finding of compliance, noncompliance, or conditional approval.
Note that under the California Public Records Act (Government Code section 7920.000 et seq.), your written and oral comments, attachments, and associated contact information (e.g., your address, phone, email) become part of the public record and can be released to the public upon request.
