Overview

The Department of Resources Recycling and Recovery (CalRecycle) will hold an informal public workshop on June 16, 2026, to describe California's rulemaking process and solicit feedback on the updated proposed regulations.

Workshop Topics Include

  • Part I. Rulemaking Process in California
  • Part II. Substantive Changes to the Proposed Regulations Compared to the Prior Informal Draft of the Regulations

Request for Public Feedback

CalRecycle will provide a full draft of the proposed regulations and a discussion document summarizing the substantive changes prior to the workshop to give interested parties time to review the content in advance.

There will be opportunities for interested parties to provide verbal feedback during the workshop and written feedback after the workshop regarding the proposed regulations. CalRecycle requests that interested parties identify the applicable section number of the proposed regulatory text associated with their comments.

How to Participate in the Workshop

CalRecycle will hold the public workshop starting at 1:00 p.m. The public workshop will be a hybrid in-person and virtual workshop, accessible in-person in the Byron Sher Auditorium, 2nd floor, 1001 I Street, Sacramento, CA 95814. The Byron Sher Auditorium is wheelchair accessible. The public workshop will also be accessible virtually via Zoom for direct participation, and via Webcast for observation only.

Language Access

Simultaneous Spanish interpretation will be available in-person at the workshop and remotely via Zoom or webcast. For in-person interpretation services, headsets will be available and can be provided by CalRecycle staff prior to or during the workshop. If you need interpretation services in a language other than Spanish, please notify CalRecycle at Regulations@CalRecycle.ca.gov by June 5, 2026, and we will do our best to accommodate your request.

Important

Interested parties will be able to provide comments and questions both in-person and via Zoom during the workshop.

Written feedback may also be submitted after the workshop has concluded until June 30, 2026, in one of the following ways:

By submitting a written comment to CalRecycle in connection with this rulemaking action you shall be deemed to have expressly indicated a willingness to receive a notice by means of an electronic written communication via email unless you specifically request CalRecycle to deliver its notice(s) via non-electronic communication.
