Pursuant to Public Resources Code sections 42990.1 and 42988, the mattress recycling organization is required to submit, on or before July 1 of each year, an annual report that describes the program’s activities and progress toward achieving goals for the previous year and a proposed program budget that demonstrates adequate funding to cover the anticipated costs of implementing the program in the upcoming year.
CalRecycle determined that MRC's 2025 Annual Report submitted on July 1, 2026, was incomplete on July 31, 2026. MRC is required to resubmit its 2025 Annual Report to CalRecycle within 60 days of the date of CalRecycle's completeness determination (by September 29, 2026).
CalRecycle has 30 days from the date of receipt to determine if a submitted annual report is complete and notify the submitting mattress recycling organization. CalRecycle has 90 days from the date of receipt of a complete annual report and program budget to review and approve, conditionally approve, or disapprove each submittal.
