The Department of Resources
Recycling and Recovery (CalRecycle) will be holding a Propane Cylinder Workshop
on September 3, 2026, from 10:00 a.m. to 3:00 p.m. The workshop will provide
interested parties an overview of the
draft Propane Cylinder Market and
Infrastructure Analysis Report and Education and Outreach Materials in support
of the implementation of Senate Bill (SB) 1280, which prohibits the sale, or
offer for sale, of one-pound propane cylinders except those that are reusable
or refillable by January 1, 2028. A copy of the materials presented will be
made available prior to the
informational session and a listserv notice will be sent out.

At the public workshop, Andrew
Chang & Co. will be presenting an overview of the
draft Propane Cylinder Market and
Infrastructure Analysis Report and Education and Outreach Materials, which will
include policy and program implementation information as well as insights from
consumers, suppliers, and retailers. There
will be opportunities for the public to ask questions and participate in discussions
during the workshop. CalRecycle requests questions be focused on the specific
topics being discussed. At CalRecycle’s discretion, comments may be limited to
keep the workshop aligned with the scope of the subject matter to ensure
efficiency.
How to Participate in the Workshop
The public workshop will be a
hybrid format with both in-person and virtual participation options available. The
in-person session will be held in the Sierra Hearing Room, 2nd Floor, 1001 I Street, Sacramento,
CA 95914. The Sierra Hearing Room is
wheelchair accessible.
The public workshop will also be
accessible virtually via Zoom on direct participation and via Webcast for observation only. Instructions on how to access the Zoom meeting (registration required) or Webcast
(no registration required) are included below.
Stakeholders and members of the
public will be able to submit general comments and responses both in-person and
via Zoom. Comments and questions may also be submitted prior to the workshop and after the workshop has concluded by emailing them to
Propane@CalRecycle.ca.gov
with the subject line Propane Cylinder Workshop.
