Public Notice: Review of Carpet America Recovery Effort's 2025 Annual Report

This item presents staff’s analysis of Carpet America Recovery Effort’s (CARE) 2025 Annual Report submitted to CalRecycle on September 1, 2026.

Public Resources Code section 42976 requires carpet manufacturers, individually or through a stewardship organization, to submit an annual report to CalRecycle on or before September 1 of each year describing the program’s activities to execute the purposes of the law and demonstrate that it has achieved the goals in its stewardship plan.

CalRecycle will review the submitted annual report to determine whether the requirements of statute, regulations, and the stewardship plan were met and adopt a finding of compliance or noncompliance.

Note that under the California Public Records Act (Government Code section 7920.000 et seq.), your written and oral comments, attachments, and associated contact information (e.g., your address, phone, email) become part of the public record and can be released to the public upon request.
