This report was prepared under contract from the Department of Resources Recycling and Recovery (formerly the California Integrated Waste Management Board). It presents a framework with which to evaluate end-of-life product management systems and offers case studies on existing product management systems for difficult-to-manage products. The report also offers recommendations for product management systems for universal waste products in California.
