This report was prepared under contract from the Department of Conservation's Division of Recycling (now part of the Department of Resources Recycling and Recovery, or CalRecycle.) The report describes the 2008-2009 time period as one of the most volatile periods ever in the modern history of (1) recycling markets, (2) the state’s finances, and (3) the global economy. The report's approach to this challenge was to focus, for each of the four major material types, on how various factors in the marketplace influenced recycled material markets and conditions.
