Assembly Bill 54 (Ting, Chapter 793, Statutes of 2019) required the Department of Resources Recycling and Recovery (CalRecycle) to issue a report to the Legislature on “options to expand or otherwise reconfigure convenience zones under the Act in order to reduce or eliminate public costs of supporting uneconomic and low-volume recycling centers while preserving the public’s ability to redeem beverage containers for the refund value.” Per statute, this report identifies options to make beverage container recycling more economical, and preserve the public’s ability to redeem.
