The Department of Resources, Recycling and Recovery (CalRecycle) Small/Medium Composting Permitting Study (Contract # DRR23044) was developed by HDR Engineering Inc. in collaboration with Integrated Waste Management Consulting, LLC, Edgar and Associates, and Surf to Snow Environmental Resource Management, Inc. The objectives of the study were to evaluate tools and resources that could assist local government and composting project proponents interested in siting small to medium sized compost activities, that would utilize an Aerated Static Piles system or its equivalent, as well as to outline various pathways for obtaining approval for site development and for permitting.
