This guide, produced by the California Integrated Waste Management Board's Office of Local Assistance, provides information and tools to help local government jurisdictions identify changes in the waste stream since 1989 and make adjustments in their waste diversion programs. It will also allow jurisdictions to calculate a new base year in a cost-effective manner.
