    UPDATES:
    The Area of Concern issued under Section 17408.1 (Litter) was removed from today’s inspection.
    OUTDOOR YARD: Blown litter and spilled mixed recyclables on the ground along the fence line by the baled PET, HDPE and MSW bins storage area were significantly reduced from the past inspections. Area along the North Fence by the outdoor storage area had been cleaned, no blown litter observed on vegetation. LEA observed two (2) employees were using leaf blower to maintain and remove litter and spilled mixed recyclables on the ground. Operator stated, one (1) employee has been designated to clean and maintain the outdoor yard to ensure that windblown litter and material spilled on the ground being removed routinely and timely during operation hours. However, the ground by the baled PET and HDPE storage area was still observed accumulated with dirt and debris. Operator must continue cleaning to remove dirt and debris and maintain the ground free of dirt and debris.

    The Area of Concern Issue under Section 17410.4 Vector, Bird and Animal Control was removed from 8/31/18 inspection.
    Two feral cats were observed onsite during today’s inspection. One feral cat was observed in the yard by the maintenance building. The other feral cat was observed sitting on top of the second unprocessed pile inside the MRF building. The last email with photos from the operator documenting efforts continuously being made by the operator to catch feral cats and removing them from the facility was received on 9/7/18.
    The LEA also observed few flies in the unprocessed recyclable pile, the three-color glass fine pile and baled materials in the MRF building. At least five (5) birds (pigeons) were observed inside the MRF building
    NOTE: Operator must continue to control, prevent the propagation and harborage of feral cats, flies, rodents, vectors or other animals at the facility.

    GENERAL OBSERVATIONS:
    OUTDOOR YARD:
    The entrance to the facility and the buy-back area were observed clean and maintained. Visible signs of operation hours and the nearest public disposal site were posted on the gate at the facility entrance. At arrival, LEA observed four (4) cars queuing at the public recycling buy-back area. At the end of inspection, LEA observed at least nine (9) cars queuing at the public recycling buy-back area.

    The portable restroom adjacent to the maintenance shop was supplied with cold water. LEA observed some spider webs inside the portable restroom, must remove spider webs and maintain portable restroom in sanitary condition.

    The eye wash bottles at the maintenance shop, outside of the women’s and the men’s restrooms and on both sides of sort lines were observed with dust and dirt buildup. Must provide a protective cover at each eye wash station to ensure eye wash bottles are free of dust and dirt buildup.

    There were two full yellow residual roll off bins in the yard. Operator stated that residuals (MSW) are removed and taken to BLT on a daily basis except Saturdays and Sundays. The two-full yellow roll off bins will be transferred to BLT before the end of the day.

    Sixteen (16) tin/steel bales, twenty-eight (28) HDPE bales and nineteen (19) low grade PET bales were observed in the yard by the back entrance to the MRF building.

    MRF BUILDING:
    Bales of mixed paper (dressed and undressed), OCC (cardboard), "Unders" and aluminum were observed in the MRF building with approximate count: 75 undressed mixed paper, 120 dressed mixed paper, 47 OCC, 102 “Unders” and 14 aluminum were observed inside the MRF building.

    Spider webs and dust were still observed on the walls behind “Unders” bales storage area. Sort lines and railings were also observed with accumulated dust. Upper walls in some areas which require the use of a boom lift also needs to be cleaned. Please clean walls, sort line and railings to remove spider webs and accumulated dust. Maintain a regular cleaning schedule. See additional comments under Section 17407.2 Cleaning.

    Loose recyclable materials were observed on the ground behind and between “Unders” bales inside the MRF building. Please remove all loose recyclable materials from the ground, behind and between the “Unders” bales and maintain overall sanitation for this area.

    The backup lights and alarm of the front wheel loader #908M was turned off while operating. The LEA reminded the operator to ensure all lights and backup alarms on heavy equipment must stay on and properly working while operating.

    A forklift was observed with no backup lights. Operator stated backup lights might have been broken and will investigate. Make the necessary repairs.

    One CiviCorps collection truck was observed dropping off materials during the inspection. No issues observed.

    Two (2) unprocessed piles were observed during today’s inspection. One pile was in front of the infeed line that stretched to the access road of tipping area. The other pile (same side) was located on the opposite site of the previous described pile on the East tipping floor. Both piles were approximately 12 to 13 feet in height and 30 feet wide. Operator stated the two unprocessed piles were approximately eighty (80) to ninety (90) tons. The unprocessed recyclable material pile observed to contain contaminants including soiled food containers, plastics, textiles, bags of food waste, etc.

    Operator must ensure that baled materials continue to go out on a more frequent basis. Unprocessed recyclable materials must be processed continuously to meet the required removal time. Facilities shall remove solid waste accepted at the site within 48 hours from the time of receipt. See also Title 14 CCR, Section 17410.1 (Solid Waste Removal) for more information.

    The three-color mixed glass fines pile was observed containing contaminants such as paper, pens, plastic fork, plastic bottle caps, food wastes, plastic bottles, etc. Temperatures of the three-color mixed glass fines pile were 72 degrees F, 80 degrees F, and 90 degrees F taken in three different locations.

    Recyclable plastic bottle pile was relocated to the East wall, behind the second unprocessed pile.

    The men’s and women’s restroom inside the MRF building were supplied with soap, paper towels and hot water at the hand wash sinks.

    Both sides of the sort lines were provided with eye wash and sharps containers. Sort lines and railings observed with dust, dirt and debris buildup. Sort lines and railings must also be regularly cleaned to remove dust and debris buildup.

    Walkways in the sort line area were observed clean and clear.

    Fire extinguishers were observed properly mounted off the floor at sort lines.

    Employees were observed wearing proper PPE.

    LEA observed several employees cleaning the floor around the bale dressing area inside the MRF Building.

    Lockout/Tagout panel under the sort line was properly labeled.

    RECORDS REVIEW:
    Load Checking:
    Load check log was being maintained and available for review during today’s inspection. Records showed that load check was being conducted two times a week on two (2) Civicorps route trucks and two (2) Tri-CED’s route truck each time. Time when load check was performed and type of vehicle were recorded on the load check form.

    Tonnage Records:
    Tonnage reports were submitted to the LEA on a weekly basis. Tonnage reports included Inbound Vehicle counts. In the month of September, the lowest Inbound Vehicle count was 17 and the highest count was 25. According to the Tonnage Reports, inbound tonnages from 8/31/18 to 9/30/18 were maintained below 100tpd. Records also showed residuals (MSW), three-color mixed glass fines, and “Unders” materials were not removed from the facility within 48 hours. See Title 14 CCR, Section 17410.1 Solid Waste Removal (Section 17410.1) above for detailed comments.

    Safety Training Log:
    Safety Training sign-in sheet was not available for review during today's inspection. According to the operator, Employee Safety Training was conducted for the month of September and sign-in sheet with training date will be emailed to the LEA. To date, the LEA has yet received sign-in sheet and safety training date from the operator.

    Tailgate meeting:
    Weekly Tailgate Meetings conducted on the following dates with topics:
    8/31/18 - Safety while cleaning screens
    9/7/18 - Daily Occurrences
    9/14/18 - Hard Hats
    9/21/18 - PPE

    Special Occurrence/Incident Log:
    Special Occurrences records were reviewed on site by the LEA.
    9/24/18, the baler was down for 30 minutes
    9/ 25/18, the timing change broke at 6:00 a.m. Repairs were made and sort line running at 9:00 a.m.
    9/26/18, the baler sensor broke at 8 a.m. The baler was down for the rest of the day.
    9/27/18, the baler was still down since problem can’t be resolved. Operator diverted five (5) route trucks to BLT and transferred MSW residuals and “Unders” materials to BLT. Part ordered. Baler repaired at 2:30 p.m.

    Complaint Log:
    Complaint records reviewed. No complaints were received by the facility since the last inspection.

    Sharp Removal Record:
    No sharps pick-up since the last inspection.
