    Inspection Report Comments

    March 11, 2024 - onsite inspection

    Mill Valley Community Center - 

    Methane Sniffer logs and calibration from February 2024 received during inspection. No issues noted on the logs.

    Observed small, superficial cracks developing in the concrete under the stairwell outside building A/Forest room (see attached photos). There is evidence of patching and maintenance of the cracks. Continue to monitor and repair the cracks. If they become larger and/or deeper where surface water may be able to infiltrate into the ground, repairs or replacement may be required. 

    All areas of concern (AOC) from the previous inspection have been addressed. All gaps or cracks from settlement or animal burrowing have been filled or repaired. 

     

    Mill Valley Middle School - 

    Methane monitors were tested in the following rooms:

    78, 80, 81, 82, 83, 84, 85, 86, 90, 91, 92, 93, cafeteria - All monitors passed testing

    Observed old landfill waste in the basin and banks of the drainage south of the portable classrooms nearest to the Mill Valley Community Center (see attached photos).  Refer to noted violations.

     

    March 13, 2024 - onsite inspection of Mill Valley Middle School 

    An additional site visit was conducted by LEA staff members, Lee Bryant and Tara Erfani, to determine the extent of the waste in the drainage (see attached photos). 

    A written Notice of Violation (NOV) was issued to the Mill Valley School District (MVSD) on March 18th, 2024, requiring the MVSD to submit a Corrective Action Plan to stabilize and secure the exposed waste within 30 days. A referral has also been made to the Regional Water Board due to potential impact to water quality.

     

    March 28, 2024, Virtual Meeting with Mill Valley School District

    A virtual compliance meeting was held with Mill Valley School District Staff (Director of Maintenance, Operations & Safety; Mill Valley School District Assistant Superintendent), staff from the District's environmental consulting and engineering team, staff from the Regional Water Quality Control Board (RWQCB), Cal Recycle staff from the Closed Site Program, and staff from the Local Enforcement Agency (LEA, Marin County Solid Waste Program) to discuss the NOV issued March 18th. The District staff discussed plans to install fencing around the impacted area as soon as possible to address the health and safety concerns and facilitated a discussion to clarify the details of the NOV and the requested Corrected Action Plan (CAP). A joint site visit has been scheduled with District staff and their environmental consultant staff, the LEA, CalRecycle and the RWQCB on April 9, 2024, to further evaluate the area and provide additional input for the requested CAP.
