The California Department of Toxic Substances Control (DTSC) has determined that Western Environmental is not authorized to accept non-RCRA hazardous waste, including used oil. Therefore, CalRecycle cannot accept hazardous waste manifests showing delivery to this facility and cannot make used oil recycling incentive payments to qualified used oil collection or generating entities who seek to recover used oil incentive payments for used oil delivered to this facility.
