Recycling Market Development Zone

North San Diego County


The North San Diego County Recycling Market Development Zone (RMDZ) is located 30 miles north of downtown San Diego via I-15 or I-5. The zone spans from the south, including Poway and the Mira Mesa area, to the northern communities of Fallbrook and Valley Center, and west to the coastal cities along the I-5 corridor. Partner jurisdictions include the cities of Carlsbad, Del Mar, Escondido, Oceanside, Poway, San Diego, San Marcos, Solana Beach, Vista, and the County of San Diego.

Incentives

The cities within the zone will make every effort to expedite permit processing and development fees. Some cities within the zone have a commitment to buy recycled products that has been adopted by resolution. Other incentives are offered by San Diego’s Redevelopment Agency through loans, grants, and bonds.

Target Materials

Materials available as feedstock for manufacturing include newspaper, plastic, wood, tires, mixed paper, and yard waste.

Infrastructure

The existing transportation infrastructure in North San Diego County provides easy access to all parts of San Diego County. There are four interstate highways: Interstate 5 runs north and south, and provides access to Los Angeles; Interstate 15 traverses through the northern part of San Diego and continues to the northeast; State Highways 76 and 78 run east and west and connect Interstate 5 to Interstate 15. San Diego County has four municipal airports and the San Diego International Airport at Lindberg Field. In addition, the San Diego Unified Port District facilitates shipping via commercial shipping and charter vessels.
