CalRecycle is seeking a Contractor to provide specialized and technical services in completing an economic study to determine payment rates for California’s Covered Electronic Waste (CEW) Recycling Program. The Contractor shall complete an economic study to determine CEW Recycling Program payment rates each year for three consecutive fiscal years (FY) running from July 1st through June 30th: FY 2025/2026, FY 2026/2027, and FY 2027/2028. Each economic study shall determine the average net costs for collectors that are approved to participate in California’s CEW Recycling Program to operate a free and convenient system to collect, consolidate, and transport CEW generated in this state, and for recyclers that are approved to participate in California’s CEW Recycling Program to receive, process, and recycle cathode ray tube (CRT) CEW, non-CRT CEW, and battery-embedded CEW pursuant to the Electronic Waste Recycling Act of 2003 (the Act) (Public Resources Code (PRC) section 42460, et seq.). All CEW Recycling Program collectors and recyclers are located within California. As of June 2025: 22 recyclers are approved to participate in the CEW Recycling Program. 289 collectors are approved to participate in the CEW Recycling Program and are actively collecting CEW. The services shall be performed throughout the State of California. The services shall commence upon contract execution and be provided through May 31, 2028.
