Packaging Extended Producer Responsibility System (PEPRS)

PEPRS is CalRecycle’s official online system for producer registration, data submission, and compliance tracking under the Plastic Pollution Prevention and Packaging Producer Responsibility Act (the Act, Senate Bill (SB) 54, Allen, Chapter 75, Statutes of 2022). PEPRS enables producers, Producer Responsibility Organizations (PROs), Local Jurisdictions, Recycling Service Providers and other entities to submit required information or data on registration, extension or exemption requests, exclusion notices, reporting and other compliance related documentation.

Producers

The system supports implementation of the mandatory registration, small producer exemption, independent producer application and reporting processes established in Public Resources Code (PRC) Section 42060(a)(2)(A) and is governed by Title 14, California Code of Regulations (CCR), Section 18980.10.

Exclusions for Certain Packaging

Certain materials are categorically excluded from all SB 54 requirements, meaning they are not considered ‘covered material’ under the statute. CalRecycle developed an online database to publish list of packaging and packaging components and associated products identified with the packaging and packaging components.

Local and Rural Jurisdictions

Local Jurisdictions are encouraged to submit a Packaging EPR Contact Request form so that CalRecycle can assign an authorized local jurisdiction representative who may submit an exemption application for the jurisdiction or regional agency.

Fill out the Packaging EPR Contact Request form to identify an authorized local jurisdiction representative who:

  • May submit the local jurisdiction application
  • Get application notifications and updates
    • For an application submitted by the local jurisdiction or
    • For an application submitted by a recycling service provider
  • Will review the submitted application with the PRO

Local jurisdiction or recycling service provider may submit an extensions or exemptions request to CalRecycle to be exempted from collecting specific material for recycling or composting. CalRecycle developed an online database to publish CalRecycle-approved extensions or exemptions (PRC 42060.5(b) and (c)) for local and rural jurisdictions and recycling service providers along with the specific covered material or covered material category the extension or exemption is associated with.
