This item presents staff’s analysis of Mattress Recycling Council’s (MRC) revised Used Mattress Recovery and Recycling Plan submitted July 13, 2026.

Public Resources Code section 42987.1.5(a) requires that, during calendar year 2020, and at least once every five years thereafter, the mattress recycling organization review its plan and determine whether amendments to its plan are necessary. MRC submitted its revised Used Mattress Recovery and Recycling Plan following CalRecycle’s May 13, 2026, Request for Action that conditionally approved MRC’s February 13, 2026, Used Mattress Recovery and Recycling Plan. CalRecycle has 90 days from the date of receipt to review and approve, conditionally approve, or disapprove.
