This report, prepared under contract for the California Integrated Waste Management Board (now CalRecycle), meets a requirement of Strategic Directive 8.3 to review regulations concerning waste management activities to ensure that they are grounded in the best available science, address changing market conditions, and take advantage of developing technologies. This study focuses on the Three-Part Test and green material contamination regulations which affect recycling and composting activities.
