This report was prepared in February 1991 under contract for the California Integrated Waste Management Board (now known as the Department of Resources Recycling and Recovery, or CalRecycle). The study was prepared as part of a report to the Legislatuire in 1991 on the feasibility of imposing a solid waste disposal fee system in California. This hard-copy report was converted to electronic format in December 2011.
