This report evaluates current source reduction strategies in California and identifies opportunities and barriers, focusing on access, participation, costs, and community impacts across the state's diverse regions, as required by the Plastic Pollution Prevention and Packaging Producer Responsibility Act (Senate Bill 54, Allen, Chapter 75, Statutes of 2022). This report covers one technical component out of two from the Source Reduction and Material Design study for the initial Statewide Needs Assessment.
