This report analyzes the net cost reports received during the program’s second year, with the purpose of assisting the California Integrated Waste Management Board in administering the program, including its need to ensure fund solvency and periodically consider changes to the standard payment rates. Net cost reports covering 2006 are due by March 1, 2007, and were analyzed in this report. Future net cost report requirements are subject to Board determination.
