This report was prepared under contract from the Department of Resources Recycling and Recovery (CalRecycle). It evaluates two optional policies involving waste tire management: incentive payments and extended producer responsibility. The evaluation includes: a review of past experience with these approaches in California, North America and Europe; analysis of the potential for each policy to increase diversion rates; potential impacts on industry and consumers; and practical implementation considerations that should be considered.
