Provides a selection of tools, including incentives and mandates, that local governments can use to encourage business and industry to reduce, reuse, and recycle more of the waste it generates. One of 24 studies showcasing successful recycling and waste reduction programs developed by local and regional government to achieve California's 50 percent waste diversion goals. The studies were developed with the support of the California Integrated Waste Management Board.
